Both levels come out of the same intermediate exam. Level 3 corresponds roughly to CEFR B1 and is the level named in the language requirement for Finnish citizenship; level 4 sits around B2 and is asked for by some employers and study programmes. The gap between them is smaller than people fear and different from what they expect.
The short version
| Level 3 (B1) | Level 4 (B2) | |
|---|---|---|
| Coping | Manages familiar everyday situations | Manages unfamiliar and abstract ones too |
| Errors | Frequent but rarely block meaning | Occasional, mostly in complex structures |
| Speech | Slower, with pauses to search | Mostly fluent, self-corrects on the fly |
| Writing | Clear, simple, connected | Structured, varied, register-aware |
| Listening | Clear standard speech on familiar topics | Faster speech, some opinion and implication |
Writing: the same task, two levels
Hei. Meidän talon hissi ei toimi. Se on ollut rikki kaksi viikkoa. Minä asun neljännessä kerroksessa ja minulla on pieni lapsi. Se on vaikeaa. Voitteko korjata hissin nopeasti? Kiitos.
Notice what changed. The level 4 text is not longer by much and it does not use rare vocabulary. It uses the right register for an authority, links ideas into single sentences instead of a list of short ones, and adds a concrete request. That is what B2 looks like in practice.
Speaking
At level 3 you answer the question and stop. At level 4 you answer, give a reason, and handle a slight change of direction without restarting. Pausing to think is allowed at both levels; what separates them is whether the pause breaks the sentence.
Who needs which
- Finnish citizenship: level 3 in speaking and listening comprehension is the level named in the requirement. Confirm the current wording with Migri before relying on it.
- Many care and service jobs: level 3, sometimes with a workplace-specific check.
- Some study programmes and public-sector roles: level 4 or higher.
- Teaching and legally binding professional work: often the advanced exam, levels 5–6.
Requirements are set by the body asking for them, not by the exam. Ask the authority or employer exactly which level and which sections they need before you register, and keep their answer in writing.
If you are aiming for 4, do not aim for 3
Since both come from one exam, preparing at level 4 costs you nothing if you end up at 3 — you sit the same paper either way. The practical difference in preparation is that level 4 needs more work on connected, structured production and on faster listening, and less on basic accuracy.
Frequently asked questions
Is YKI level 3 the same as B1?
Roughly, yes. The Finnish six-point scale is aligned with the CEFR, and level 3 corresponds to B1.
Do I need level 3 or level 4 for Finnish citizenship?
The citizenship language requirement is normally satisfied at level 3 in speaking and listening comprehension. Always confirm the current requirement with Migri, since rules change.
Can I get level 4 from the intermediate exam?
Yes. The intermediate exam reports levels 3 and 4, so a strong performance is awarded level 4 without taking a different exam.
