YKI and Finnish citizenship: the language requirement, step by step

Most people take the YKI test for one reason: a citizenship application. The requirement is narrower and more specific than the rumours suggest, and the practical planning around it — dates, results delays, one weak section — is where applications go wrong.

What the requirement says

Finnish citizenship requires satisfactory oral and written skill in Finnish or Swedish. In YKI terms that means skill level 3 or higher — the lower half of the intermediate exam (keskitaso). The requirement is about speaking and writing: the productive skills. Reading and listening are tested on the same exam day and printed on the same certificate, but the language requirement is anchored on your ability to produce the language.

This page is general information, not legal advice. The Finnish Immigration Service (Migri) decides applications and publishes the binding rules; read migri.fi and, if your situation is unusual, ask them directly.

So which exam do I register for?

Intermediate level (keskitaso). Do not register for basic level hoping it is easier: basic level cannot award level 3 at all, so a perfect basic-level result is still useless for citizenship. And do not register for advanced level to be safe: advanced only reports levels 5 and 6, so a level-3 performance there records as below the level tested.

Exam you register forPossible resultsSatisfies the citizenship requirement?
Basic (perustaso)Below level 1, 1, or 2No — cannot reach level 3
Intermediate (keskitaso)Below level 3, 3, or 4Yes, at level 3 or 4 in speaking and writing
Advanced (ylin taso)Below level 5, 5, or 6Yes, but a much harder route with nothing to gain

The single-weak-section problem

The most common bad outcome is not a total fail. It is a certificate reading, for example, reading 4, listening 4, speaking 3, writing 'below level 3'. Sections are graded independently, so one section below the line means that skill is not proven, and you have to sit the whole exam again to fix it. You cannot re-sit a single section.

Writing is the section that most often falls short, and usually for reasons that have nothing to do with vocabulary: the wrong register (writing to an authority the way you would text a friend), a missing part of the prompt, or a text that never reaches a usable length because time ran out. Speaking falls short when a candidate freezes in the preparation window and produces ten seconds of content in a sixty-second slot.

This is exactly why a rehearsal is worth more than another grammar book. A full timed mock will tell you which of your four sections is the weak one, months before the real exam prints it on a certificate.

Planning the calendar backwards

Work backwards from the date you want your application decided, not forwards from today. The chain is longer than most people expect:

  1. Registration opens for a test date, typically weeks before it, and popular Finnish intermediate sittings at big centres can fill the same day.
  2. You sit the exam on the fixed test date. No flexibility, no alternative slot.
  3. Results are published around two months later. Certificates follow.
  4. Only then can you file (or complete) the citizenship application with the certificate attached.
  5. Migri's own processing takes many months on top of that.

In practice, if you miss a registration window or fail one section, you are usually looking at half a year of delay. That is the cost the mock exam is protecting you against — not the €130 fee.

Other ways to meet the requirement

YKI is the usual route but not the only accepted evidence. Depending on your history, language skill can also be shown by, for example, completing basic, upper-secondary or vocational education in Finnish or Swedish, a Finnish or Swedish university degree taken in that language, or the separate language examination for state administration at the corresponding level. There are also grounds for exemption in specific situations such as certain health conditions, illiteracy, or advanced age.

If you think one of those applies to you, check the exact criteria with Migri before paying for a YKI sitting — the documentation requirements are specific and an ineligible substitute costs you the same months as a failed section.

A realistic preparation plan

  1. Take a free diagnostic to see roughly where you sit against level 3.
  2. Sit one full timed intermediate mock. Note your weakest section.
  3. Spend four to eight weeks on that section specifically — for writing, that means producing complete texts to the clock and getting them assessed, not reading about grammar.
  4. Sit a second full mock. If speaking and writing both land at Satisfactory or Good, register for the next real date.
  5. Keep practising between registration and the test date: the gap is often two months and skills fade.

Frequently asked questions

What YKI level is needed for Finnish citizenship?

Skill level 3 (satisfactory) or higher in speaking and writing, which is awarded by the intermediate-level exam, keskitaso.

What happens if I get level 3 in speaking but below level 3 in writing?

The written skill is not proven, so the requirement is not met. Sections cannot be re-sat individually — you would register and pay for the whole exam again on a later date.

Does the YKI certificate for citizenship expire?

The certificate itself has no expiry date. Confirm with the Finnish Immigration Service whether any age limit applies to your specific application.

Can I apply for citizenship before my YKI results arrive?

The language evidence has to reach the Immigration Service before a decision is made. Because results take around two months and processing far longer, plan the exam date well ahead of when you want to apply.
